CARMEL, Ind. — Officials with the Indiana Department of Transportation are seeking input from the public ahead of a plan to redesign the I-465 and US-31 interchange on the border of Carmel and Indianapolis.

Construction on the Level Up 31 project is expected to begin in the summer or fall of this year and continue through the summer of 2027. The majority of traffic impacts will be felt in 2025 and 2026.

The goal of the project is to improve the flow of traffic and reduce congestion for an area that’s surging in population. According to INDOT, more than 104,000 cars travel on U.S. 31 both ways on a daily basis.

“The majority of the work is widening of the ramps there at 465 and 31, with some improvements on 31 southbound and some modifications at nearby 106th Street,” said INDOT Strategic Communications Director Natalie Garrett.

The interchange was recently redone, however, designers determined that the population growth has led to more changes being needed again.

“There was unprecedented growth in the area: increased population, higher traffic volumes. So, this project, the goal is to combat that and provide a safer smoother commute,” Garrett said.

The project will consist of five phases. As part of phase 1, both westbound and eastbound I-465 ramps to southbound Meridian Street will be closed for up to 30 days. There will also be a 30-day closure for southbound U.S. 31 to the 106th Street ramp and a 60-day closure on eastbound 106th Street at U.S 31.

INDOT said approval of the final design and environmental impact reports is set for this spring.

Some people who attended a public meeting in Carmel Tuesday about the project say INDOT is not taking into account the traffic issues and lack of usability that this project could cause.
