STATEWIDE--Both the cities of Beech Grove and Carmel passed their 2025 budgets Monday night. Beech Grove’s is valued at $19 million while Carmel’s is roughly $233 million.
Beech Grove Mayor James Coffman says it had bipartisan support and all city employees received a pay boost of 3% to account for cost-of-living increases. He says it also ensures that Beech Grove police officers continue to remain at the higher end of the pay scale for law enforcement officers in Marion County.

“Budgets are about priorities and planning for the unexpected, and in my first budget I wanted to make sure we invest in the people who show up every day and do great work for the citizens of Beech Grove. From our parks to public works, every city employee makes a difference and it’s important to me that we recognize them for their commitment to our community,” said Coffman.
His budget also invests in local infrastructure. While Beech Grove currently is in the process of updating key intersections with traffic calming roundabouts, the budget will invest nearly $1 million in additional improvements in 2025.
Carmel Mayor Sue Finkam says the Carmel Fire Department is getting close to $47 million while the police department is supposed to get $37 million. Finkam says that money will be used to hire more officers and firefighters as well as cover overtime costs, among other things. She also says they’ve developed a new strategy to prevent overspending.
Finkam says about $28 million is going towards streets and engineering.
