Brainard Bids Adieu
Carmel Mayor Jim Brainard shocked the Indiana political landscape this week when he announced he would not seek another term. Mayor since 1996, Brainard oversaw massive growth in the city’s population, infrastructure and amenities. Along the way, he sparked controversy and debate about the role of municipal government, and the amount of debt they should be willing to take on.
