INDIANAPOLIS —Rick Snyder, head of the Indianapolis police union, wants Governor Mike Braun to investigate how the system failed 5-year-old Zara Arnold, who was allegedly choked to death by her father, Zachary Arnold.

Snyder says this could have been prevented and wants DCS, judges, and the prosecutor’s office reviewed. He pointed to past plea deals Arnold received, including one where a rape charge was dropped.

Prosecutor Ryan Mears said some cases are tough when victims do not want to continue.

DCS had investigated Arnold seven times since 2020. One report found bruises on Zara after a visit with him.

Snyder says this is not about blame but about fixing the problem.
