INDIANAPOLIS — Two people were arrested and charged in connection to the fatal crash that killed three children on Saturday, May 23. The victims were 13-year-old Tyjiana Velez, 14-year-old David Evans and 15-year-old Kierra Brown. 

The crash happened on the 3600 block of Kessler Boulevard N. Drive at 1:20 a.m. Witnesses say two vehicles, driven by Okadema Link, 49, and Shantiana Willis, 21, were driving at a high speed before crashing into one another.

After that first collision, Link’s vehicle drove over the white fog line and struck the three children, who were walking on the gravel shoulder of the roadway. Link then drove away from the scene, without stopping to help the victims. 

The investigation revealed Link was driving at 73 miles an hour before the crash, and Willis was driving at 88 miles an hour before the crash. The speed limit on Kessler is only 35 mph. 

Link has been charged with three counts of Leaving the Scene of an Accident, three counts Causing Death When Operating a Vehicle While Intoxicated and three counts Reckless Homicide. 

Willis has been charged with three counts of Causing Death when Operating a Vehicle While Intoxicated, three counts of Reckless Homicide, and three counts Causing Death When Operating a Vehicle with an ACE of .08 or More.
