INDIANAPOLIS — Prosecutors say Shane Decker, a 25-year veteran of the Indianapolis Metropolitan Police Department, used a department-issued laptop to record sexual encounters with women without their knowledge while on duty.

The investigation began in September when another officer found Decker’s flash drive in a patrol car. IMPD’s Special Investigations Unit obtained a search warrant and discovered videos of Decker in full uniform during three encounters. In one instance, Decker reportedly asked a woman to monitor his radio in case he was dispatched.

On Friday, Decker was charged with three counts of voyeurism, two counts of official misconduct, two counts of public voyeurism, and one count of making an unlawful proposition linked to alleged criminal activity at a Marion County massage parlor.

IMPD Chief Chris Bailey, who suspended Decker on Wednesday and recommended his termination, called the allegations a “clear violation of public trust” and said such behavior is “completely unacceptable.”

“My heart goes out to the victims of this inexcusable misconduct,” Bailey said. “Their courage in coming forward ensures accountability.”
