WASHINGTON — President Trump is planning to sign a budget bill that will keep the federal government open in the Rose Garden at 10 a.m. Eastern time.
Immediately after the President signs the bill that will fund a quarter of the government through the fiscal year, he plans to declare a national and humanitarian emergency along the border with Mexico.
A White House official said the President plans to divert eight-billion-dollars of Defense Department money to help pay for construction of a wall.
In a statement, White House Press Secretary Sarah Sanders said Trump will take executive action to stop a “national security and humanitarian crisis at the border.” An emergency declaration could allow Trump to divert Defense Department funds to build a massive border wall.
Democrats have criticized the plan and are expected to challenge an emergency declaration in federal court.
